Much of this new equipment is used for the recording and freezing of live sports events that were supposed to be the glory of the medium. Even in terms of the simplest conception, live television is a collage of film, video, and live all woven into a complex scheme. Another point made in her article is the concept of flow as a way of explaining the effect of immediacy the experience of television gives. Television becomes this continuous never ending sequence in which it is impossible to separate texts. This idea of liveness smoothes over text breaks for things such as commercials. This is a fascinating idea beca use live programs are the most popular, and since this concept makes us not really realize when commercials are going to occur, we end up watching commercials more, creating a large and very tuned-in audience for advertisers. This experience of flow relates with the television-viewing situation because the set is in the home. It is always available, is a part of everyones daily lives, and one can intercept the flow at any point. Television is designed to be watched casually, without full concentration, and only the commercials command attention and try to dazzle you for your attention. I know that I usually turn the television on for background noise and I rarely sit down and only watch television. Even as I write this paper the television is on in the background, not really being watched. Television then becomes an extremely ordinary experience, since the property of flow seems so real and ordinary. One key point I found interesting was how the network television never truly exploits its capacity for instantaneous and unmediated transmission. Only the ideological connotations of live television are exploited in order to overcome the contradiction between flow and fragmentation in television practice. So even when the public thinks they are watching a live broadcast of say a sports event, the networks are still cutting back and forth between events, and freezing certain segments and replaying them, not to mention the breaks for commercials. However the idea of liveness overrules all of this. The idea of the morning television program creates a perfect study of this ideology of a live program. The flow of these programs alternates between different medias and between local and national stories. There is a constant clock on the bottom of the screen during these programs in order to remind you that what you are watching is indeed live. The live interviews that are done on the show a re edited in a way to create the illusion of the interviewer and the interviewee being in the same live space together as the audience. These terms of liveness create a sense of flow that overcomes fragmentation of space and is thrust into the viewers home. The medium of this type of television also implicates the ideology of the family. I myself greatly agree with most of what Feuer is saying, except for her ideas of flow. While she says that liveness smoothes over the breaks of television such as commercials, I argue that in a live program, the commercials are more obvious and seem to interrupt the show more as a whole. I understand the point of a person getting so caught up in the liveness of a show that you dont notice the point of mediation, but how many times have you been watching television and not notice when the commercials come on! All her other points I agree with, especially this fixated notion of live television. A perfect example of how important liveness is to me, is shown in Saturday Night Live. I always watch this show, however as soon as I see that it has been pre recorded, I turn it off, weather I have seen it or not. This type of television show is another medium of television that I find myself watching a great deal. After reading this article I realized the importance of live TV on my life. Telemedicine and Diabetes Compliance According to the Centers for Disease Control (CDC), diabetes is the seventh leading cause of death in the United States with approximately 29 million people suffering from the disease (CDC, 2016). Although diabetes affects all ages, genders and races, it seems that more people of Hispanic and African American heritage suffer from the disease than Non-Hispanic Whites. The latest prevalence data (2007), shows that 10.4% of Hispanic Americans are diagnosed with diabetes, and those of African American heritage account for approximately 14% of those diagnosed compared with 6.6% of non-Hispanic whites (Trief, et al, 2013). Using The Informatics for Diabetes Education and Telemedicine (IDEATel) demonstration  project, researchers were looking at treatment regimen adherence between the three ethnic groups and if application of telemedicine could improve adherence to a diabetes treatment regimen. It has been previously published that the IDEATel project was successful in improving cholesterol levels, glycemic control and lowering blood pressure in respondents who used the project compared to usual physician office visits (Shea et al, 2006, 2009). This study used regular visits via telemedicine over a 5 year period. Visits were usually every 4-6 weeks and included review of glucose levels, diet and exercise programs and barriers to care. For those who were of Hispanic origin, bi-lingual providers were used so that no language barrier existed during the diabetes education tele visits (Trief, et al, 2013). Researchers found that during the 5 year study, the adherence to the treatment regimen was the same between that usual treatment group and the group receiving the telemedicine visits, those in the telemedicine group did show more time doing diabetic self-care than those in the usual treatment group. This study also showed that when patients with diabetes, regardless of race, adhere to their treatment regimen, better glycemic control is achieved. Using telemedicine interventions with patients diagnosed with diabetes in an excellent option. Some patients with diabetes either type I or Type II may not have access to transportation to keep scheduled appointments at their physicians office. In using telemedicine to check on patients, practitioners can better follow patients and follow the patients adherence to their specific treatment regimen, thereby improving glycemic control, and reducing symptoms and problems caused by diabetes. PHI incorporates skills and knowledge from many different areas including: statistics, microbiology, toxicology, epidemiology, management, and psychology (OCarroll, Yasnoff, Ward, Ripp, Martin, 2003, p.5). One of the most important tools for a public health nurse or organization is a surveillance data system such as an infectious disease tracker (McGonigle Mastrian, 2015). This tool is an incredible resource for tracking adverse health events and allows for the planning and implementations of interventions designed to combat adverse outcomes caused by a disease or other catastrophic instance. In examining the information gathered about a possible influenza epidemic, the PHI nurse and others would look at past data to extrapolate data for the new season and how many people may be affected by the influenza outbreak and what information they have on strains of vaccine that have worked in the past. Other data that would need to be collected in this case would be information about the community at large such as high risk groups (children and elderly), those parts of the community with little or no access to healthcare and those populations that can afford to, and usually get a vaccine without any advance direction to do so. In testing the efficacy of the campaign and the effect of the vaccination, researchers and others would have to examine all information on the amount of people vaccinated and the number of those people who actually contracted influenza. Electronic Health Record Since more and more organizations are changing to an electronic health record (EHR), there have been questions raised as to the privacy of the EHR and who ultimately owns the EHR. Protecting a patients privacy it of the utmost importance when initiating an EHR. In doing so, organizations must be able to keep this record private and keep the patients protected health information (PHI) private and secure. The ability to maintain security and privacy must work hand in hand with an organizations ability to have a continuity of care for patients. This continuity of care comes for the interoperability of a patients record. In sharing certain amounts of patient information such as demographics, allergies, past medical history, and medications organizations can save time and money in allowing this information to be shared with others who are an integral part of the patient care team (McGonigle Mastrian, 2015). In sharing a patients EHR within an organization or outside an organization if it relates to the continued care of that patient, the practitioner must ensure that all PHI remains protected as the misuse of this information could prove catastrophic to both the patient and the practitioner. If the information contained within a chart were to be leaked to the wrong individual, that person could use said information negatively and hurt the patient. Organizations both sending and receiving patient information must undertake the proper steps to ensure that only authorized individuals have access to the information and that the information remain secure when transmitted either physically or electronically. My hope as a volunteer is to help each patient find that voice, find that courage to go forward. It is easier for patients find that voice when they know that somebody cares. Many patients are exhausted and unable to perform the simple rudimentary tasks that are part of a normal daily routine. Russia as a country has transformed significantly since the collapse of the Soviet Union. The economy has changed from a globally-isolated, centrally-planned economy to a more globally-integrated market based economy. The economy of Russia has gone through fluctuations since then to emerge as the eight largest by its purchasing power parity (PPP) in 2009 estimates (CIA, 2010). The Russian economy is largely dependent on the export of raw materials and natural resources, specifically oil and gas. Other resources include precious minerals, fishing, and agriculture. Since the collapse of the Soviet Union, Russia has undergone two major economic crises. They are the 1998 Russian Financial Crisis and the 2008 Russian Financial Crisis which was a part of the 2008 Global Economic Crisis. This article will examine the performance of the Russian economy after the two crises. In addition, the article will evaluate the current performance of the economy of Russia. The 1998 Russian Economic Crisis After the collapse of the Soviet Union, Russia undertook major economic reforms to transform its economy closed centrally planned socialist economy into a capitalistic market economy. According to the CIA Factbook, the most notable economic reforms in the 1990s were the privatization of enterprises that belonged to the state and the removal of Soviet price controls. The CIA notes further that the rapid privatization of the state enterprises (except in defense and energy related sectors) essentially handed over the enterprises to a few politically connected individuals popularly referred to as ‘the Russian oligarchs’ making equity ownership concentrated to a few. It was during this time that Pinto, Gurvich, and Ulatov noted that the country was plagued with corruption, financial manipulations, and capital looting (capital flight). In 1997, the Asian Financial Crisis began and this led to the fall in commodity prices. As the crisis spread economies heavily dependent on exports were highly affected. Russia’s economy being heavily dependent on world prices was hit hard. Pinto et al point out that the exchange rate of the ruble against the foreign currency was artificially fixed and the subsequent fiscal deficit accelerated the crisis. During the Asian Financial Crisis, the demand for oil and minerals declined and this affected the foreign currency reserves for the country. Poor management of the situation such as Russia’s Central Bank maintenance of the Ruble within a narrow range in the middle of the crisis by using the available foreign reserves made the situation worse. The poor measures resulted in the investors pulling off and inflation rising to over 80 per cent. The bail out offered by the International Monetary Fund and the World Bank did not help the situation. Several banks closed and the government debt increased considerably. The 2008 Russian Economic Crisis The Russian economic crisis of 2008 was an extension of the global economic crisis 2008-2009. A report prepared by the World Bank pointed out that although the Russian economy was better prepared to withstand the financial crisis, its dependence on export of limited commodities made it succumb to the crisis. According to the report, the crisis caused a decrease in capital flows as investors withdrew across the world markets, the credit crunch affected the banking system in Russia, the decrease in demand for oil eroded the fiscal and foreign reserves of the country, and the stock market suffered from the uncertainty of demand for oil (4). The International Monetary Fund noted that anti-crisis measures such as the states guarantee on loans to support the banking sector, the cutting of the interest rate by the Russian Central Bank, and the states support for the housing and car manufacturing helped in managing the crisis. Recession of the Russian economy slowed down and the economy has shown positive signs for recovery although slower than before the crisis. After going through the 1998 economic crisis, Russia undertook some policy and structural reforms with aim of cushioning the Russian economy against such a crisis as well as promoting economic growth and development. The structural reforms were necessary to create regulatory and institutional conditions for business and reduce the administrative risks. Some of the measures that were taken to counter the crisis, according to the World Bank (18- ) include devaluation of the ruble, cash infusion in to the market, tax reforms, privatization, and review of international trade policy. When the ruble was devalued, there was a sudden increase in the price of imported commodities but the move benefited the local industries and they were able to pay off their debts. The local enterprises also benefited from the cash infusion by the state, which in turn led to an increase in the demand for Russian commodities and services. The tax reforms were aimed at creating an enabling environment to stimulate the resumption of economic growth by reducing the tax burden. The reforms were aimed at corporate profit tax, VAT, and the removal of tax privileges that were not justified. The privatization process identified corporations that were to be privatized in 1999 and others in 2000. The international trade policy required reviewing to take into account the devalued ruble and the fluctuating price and demand for oil and raw materials. The Russian government also introduced the stabilization fund to hedge against the fluctuating international oil prices. The recovery from the crisis was however accelerated by the rise in international demand and price of oil. The Russian economy had fallen due to decrease in demand for oil and when the demand rose, the economy started to recover. 2008 Economic Crisis The government of Russia undertook intervention measures to manage the recent economic crisis and ensure that the country was on the way back to economic growth that had been achieved prior to the crisis. Some of the measures taken by the government were injecting funds and supporting the market. The government also offered bail outs for local corporations that relied heavily on foreign investment and hence highly susceptible to the changes in the global market. In addition, the government undertook further tax measures that saw the profit tax reduced to enable the corporations to remain operational. The government lifted import tariffs on industrial equipments to enable the rejuvenation of the affected companies. In a similar scenario to the 1998 crisis, the comeback of the Russian economy occurred after the increase in the international demand for oil. Current Russian Economic Status and Future Prospects According to the IMF, the economy of Russia has recovered from decline but is yet to recover to the levels that it had achieved prior to the crisis. The IMF projects that the Russian economy will 3. 6 per cent in 2010 up from a low of negative 7. 5 per cent. Russian economy is highly susceptible to economic crises due to its overdependence on the commodity markets. This has been evident from the two economic crises that have hit the country since the fall of the Soviet Union. Therefore, for the Russian economy to grow and cushion itself against the fluctuating international prices for commodities there is an urgent need to diversify the composition of the economy. The government of Russia has already taken measures such as investing in the information sector and has risen to become the world third largest software exporter as well as outsourcing. In addition, the government has encouraged the development of agriculture and manufacturing industry through technological and organizational modernization. The agriculture has improved with Russia becoming a net grain exporter rather than a net grain importer as was the case a few years ago. The economic reforms that have been undertaken by the Russian government have the ability to promote the development of a stable economy in the future. Russia is set to gain from the structural reforms that have been instituted and with the vast richness in natural resources and economic diversification, the Russian economy is set to grow and stabilize. Another pioneer of photography was the British inventor William Talbot.He invented a special process named calotype or talbotype that created negative images from which a positive could be printed. On the other hand, in 1884, George Eastman invented the dry gel, which required paper or film. He developed the technology of film; and the same technology is used by film cameras today. A few years later, in June 1888, Eastman Kodak introduced to the public the first film camera. By the 1901, photography began to be available to the public. Today, the developing of black and white negative is almost obsolete. With new digital technology, almost nobody uses film cameras, except for some professional photographers.What do you need to develop your film? First, you need to go outside and take some pictures. Once you have the film ready to be developed you need some materials to process the film. To start developing your own film you need to have a room that is light proof, a metal or plastic film tank, reel, a can opener, scissors, chemicals, darkroom timer, a sink, and a thermometer. When the negative is secure in the tank, you can turn on the light.The next step is to prepare the chemicals. It is also important to know what kid of film you use. I use TRIMAX400 most of the time. Although, you know the type of the film, it is time to get ready the developer. You might ask what kind of developer is the best. There are so many to choose from. I use Kodak D-76 developer. It is a fine-grain general-purpose developer. The measurements are 4 ounces of the developer mixed with 4 ounces of water. The next step is to check the temperature. Remember, to always rinse your thermometer before you use it and after you done.It is very important to check the temperature chart. For example, if the thermometer shows 68 °F, the developing time is 6 minutes. The chemicals should be at least 68 °F, because some chemicals do not respond to temperatures lower than 65 °F. Now you are ready to set the darkroom timer for 6 minutes. Time is a very important factor in developi ng the film. Warning: if you keep the film too long in the developer the film will turn out overexposed or if you finish early the negative is going to be underexposed. After you pour the developer into the film tank, you need to agitate the tank every minute for 15 seconds.It is very important to agitate the film, because this removes air bubbles from the film. Once the time is up you need to pour the developer into the sink. The following step is to rinse the film tank at least twice. Another important step is to add fixer. The fixer is the chemical used in the final step to stabilize the image. Fixing time takes 4 minutes. Do not forget to set your darkroom timer for 4 minutes. You need to remember also to agitate the tank every minute for 15 seconds. After the time is up you need to pour the fixer back into the container. When you done, the film is fixed and it is ready to be exposed to the light.But, before that you have to rinse the tank few times with fresh water. It is very important to wash your negative, to remove the exhausted chemicals. Warning: If you do not wash your negative enough you could permanently damage the image. The last step is to add a few drops of photoflow to the tank film and keep it for 30 seconds. Do not agitate the tank film while the bath stop is in the tank. You need that to prevent the water from spotting the film as it dries. The remaining step is a final wash in the running water for at least 20 minutes. Afterward, the film is ready to hang and dry.Carefully handle one end of the film and lift the film from the reel. Remember, the negatives are extremely fragile so handle them carefully. Make sure the negatives do not to touch anything. Also, do not forget to slide gently the negative between your fingers. After the film is dry, you are ready to cut the negative and go to the dark room to make the prints. Store each negative in separate negative sleeve. Although this process is almost obsolete, some professional photographe rs and hobbyists are still developing their film and make prints in the dark room. The character of Rip Van Winkle is unique and brings out the essence of realization that the author tries to bring to his reading audience. â€Å"Rip Van Winkle† sets the terms for what was to come in the following years, especially for male authors (Wagenknecht,1962) Most female writers dedicated themselves to writing sentimental novels, while male writers preferred Gothic and Historical themes (Wagenknecht, 1962) In making a comparison between sentimental and romantic themes (Bryant, 2009) states that the ‘historical romance was fond of setting the Rip Van Winkle marks the ushering in of American literature with a narrative framework and this pattern of masculine fiction is seen crystallized in the story of â€Å"Rip Van Winkle† who goes to sleep for a 100 years, only to wake up and find a very different world around him. This story is also Ð ° reflection of people who lived in Europe and decided to migrate to America, an unknown land – ‘to the savage side’ (Bryant, 2009) Rip is not very comfortable with women and ‘he is unhappy with his wife and decides to live on his own.’ (Irving, 1996) He also takes his dog with him named â€Å"Wolf† (Irving, 1996) The protagonist satisfies two of his desires – escaping from society and also escaping from the institution of marriage. However, the hero comes back to society after Ð ° transforming experience and then we see the characteristic changes in his persona (Wagenknecht,1962) Rip Van Winkle is a well constructed story that opens with a panoramic view of the serene
